Governor Kasich Announces the Appointment of Kevin L. Miller as Ohio Rehabilitation Services Commission Administrator
Ohio Governor John Kasich appointed Kevin L. Miller as the administrator of the Ohio Rehabilitation Services Commission, effective January 18, 2011.
Miller brings 17 years of state government experience to the Kasich Administration. Miller has served as the executive director of the Ohio State Board of Cosmetology since 2005. He also served in positions of increasing responsibility, including as chief of staff, at the Department of Youth Services from 1993-2005.
"I've had the privilege of serving Ohio for nearly two decades in multiple capacities and I'm grateful to Governor Kasich for this opportunity that allows me to continue serving Ohioans," Miller said. "I look forward to applying these experiences to partner with individuals who have disabilities so they can get the workforce training necessary to lead happy, productive lives--while bolstering Ohio's economy at the same time."
Miller is also an active member of his community. He serves as a member the National Autism Society, the Shamrock Club of Columbus and as the president of the Mark J. Youngpeter Memorial Scholarship Fund. He also served as a member of city council for West Jefferson from 1992-1996.
Governor Kasich appoints Steve Buehrer Administrator of Ohio Bureau of Workers' Compensation
Ohio Governor John Kasich appointed Steve Buehrer as Administrator of the Ohio Bureau of Workers' Compensation in January 2011. He leads an agency of 2,200 employees that serves more than 225,000 employers and 1.3 million injured workers.
Known for his focus on fiscal responsibility, creating jobs, and emphasizing technology, Steve has helped engineer significant improvements within various levels of government over the past 20 years. He also has extensive experience with workers' compensation, previously serving as BWC's Chief of Human Resources. As a senator, Steve also was appointed the chairman of the Insurance, Commerce and Labor committee which oversaw all workers' compensation legislation.

Ohio Plan to Prevent Heart Disease and Stroke 2008-2012
The Ohio Heart Disease and Stroke Prevention Council (The Council) is a statewide group comprised of state-level agencies, professional organizations, and cardiovascular disease experts interested in the prevention and control of heart disease and stroke in Ohio. Through collaborative efforts, the Council created The Ohio Plan to Prevent Heart Disease and Stroke 2008–2012, Second Edition (the plan) that takes a comprehensive approach to reducing the burden of heart disease and stroke, the first and fourth-leading causes of death in Ohio. The plan addresses behavior change on multiple levels of influence and includes five goal areas with related objectives. The plan also integrates issues related to health disparities.

- Amended BWC's 2010-11 Operating Budget (HB 15) to add 2 seats to BWC's Labor-Management Government Advisory Council for vocational rehab services provider representatives
- Blocked BWC administrative rule having adverse impact on Voc Rehab Fee Schedule
- Blocked ORSC administrative rule--"In House Services" Rule--to assure qualified Community Rehab Programs continue to deliver Voc Rehab Services
- AMENDED 2010-11 State Operating Budget (HB 1):
- ESTABLISHED NEW FUNDS FOR ORSC authorizing a $2 contribution to ORSC for Voc Rehab Services when handicapped parking placard and plates are purchased from BMV
- authorize $2 contributions to ORSC for Voc Rehab Services when handicapped parking placard and plates are purchased from BMV
- protect local moneys used by ORSC to match federal Voc Rehab Program funds using reasonable contracting terms, and to require the State to seek matching funds from local entities
- PATHWAYS CONTRACTS legislation that
- requires ORSC to seek matching funds from local entities until all federal VR funds are matched
- caps at 13% ORSCs administrative fee in the Pathways contracts
- requires reasonable notice of contract termination to Pathways contractors.
- Authored BWC anti-kickback (between MCOs and providers) rule accepted for inclusion in BWC administrative rules
- Negotiated BWC Voc Rehab Fee increases
